HARBOR BY LAWS.
Alter a fair trial some of tho bylaws of the Harbor Board have been Found to be working unsatisfactorily. There has been some complaint that the time allowed for the clearance of cargo from the sheds, viz., 24 hours after being deposited there, is altogether too limited. As tho sheds close at 5 p.m. there are practically only 8 hours in avhich to jiavo tho goods removed (tho penalty for delay being is per ton per day) so that it is often imxjossiblo to have tho cartago dono in tho stipulated timo. To relax the conditons, Mr. W. D. Lysnar has gvon notce to move at next Monday’s mooting of tho Board that tho timo alloavanco bo increased to 48 hours, a concession fair to all parties, as any longer period, it has been proved, only loads to congestion at tho sheds. If the amendment bo adopted, tho by-law (No. 73) will road as folloavs: “All goods deposited in tho shods to bo removed within 48 hours after tho weather has, in tho opinion of tho wharfinger, sufficiently moderated to alloav of tho removal of such goods, or after tho business stores aro open. A fee of one shilling per ton per diem avill be charged upon all goods loft in tho shods after such poriod.” With reference to tho moorage fees, Mr. Lysnar intonds to move for tho deletion of the fourth clause of bylaav No. 20, which reads: “For steamers of 120 tons register and upwards one penny per ton.” Ho proposes to substitute tho folloaving clause: “For steamers of 120 tons register and upavards, to roadstead only, Id per ton on arrival, but so that the ownor, master, or agent of such vessel shall not bo called upon to pay more then 6d per ton register in any half year. For steamers of 120 tons register and upwards entering the Turanganui river Id per ten register on arrival.” This is evidently designed to moot tho objections raised by tho Union S.S. Co.
Though no formal notice of motion has boon tabled, it is bolioved to bo the Board’s intention to accept a more liberal reading of the byJaavs regarding part consignments of dutiable goods. The system hitherto folloaved has led to a fooling of irritation amongst merchants and agents, but tho matter' is apparently one for compromise and oan doubtless be readily adjusted.
