COOK COUNTY COUNCIL.

The Council resumed at 10 a.m. on Saturday. Present: The Chairman and Crs. AVliite, SherratL Matthews, ICenway, Macdonald, F. "Lysnar, AV. D. Lysnar, and Boland. AVAIROA ROAD. Twenty-eight ratepayers wrote drawing attention to the very bad state of the AVairoa road, on the llat near Mr. Craill’s, which had been almost impassable this winter. As it was only a matter of metalling about three-quarters of a- mile, and re-form-ing another half a mile or so lower down, ’ to mako it a good road, the petitioners trusted the work would be put in hand as soon as the weather permitted. Cr. Shorratt supported the petition.—The Engineer estimated the cost at £3B7.—Cr. Sherratt: It is a link in the whole chain of road to AVairoa.—Cr. Matthews: It is a disgrace to have a piece of road like that on what is practically a coach road. —Cr. Sherratt moved that the work be undertaken. —Cr. Macdonald seconded.—The Chairman said the only objection lie had was making a grant without the ratepayers raising money. Ho would agree to vote half.—Cr. Matthews: That is a sound principle to follow.—The Chairman queried whether the ratepayers would not

raiso some p< on of tho money.—Cr. Macdonald t.d it was a main County road, and they could not ask a fow ratepayers .to rato themselves.—Tlio Chairman: They can. contribute in cash. Tho trouble is wo would rocoivb othor applications for tho same treatment.—Or. F. Lysnar favored tho work being undertaken. It would bo very awkward for the ratepayers there to raiso a loan as two ridings were benefited.—Cr. Matthews moved as an amendment that tho expenditure bo spread over two years. It would bo preferablo to do part of tlio road this year.—The Clerk stated that there would bo £SO this year, and a similar amount next year as Hangaroa land revenue. The Lands Dejiartment would doubtless agree to tho £IOO being expended for tlio purpoeo. —Cr. Sherratt altorod his motion to read that the Council grant £3OO, with the promise of a further £IOO when the land fund becomes available.

—lt was pointed out that £SO of tho land revenue would be available in February next. —Cr. Shorratt’s motion as amended was carried. DARWIN ROAD.

In response to a petition of tho residents, initial stops were taken to raiso a loan of £SOO for widening and metalling Darwin road, Kaiti. Tho rate fixed was eleven-sixteenths of a penny. PAKARAE BRIDGE.

Some further discussion took plao with reference to the Pa’karae site. In reply to Cr. Matthews, the Engineer reaffirmed his preference for the lower site. Askod for particulars he said the cost of the upper sit© would be £3150 (including bridge and road £2BOO, side cutting £240, fencing £7O, land £4O), and of the lower site £2994 (or with road to Seymour’s £3300).

HEALTH MATTERS. Tho Sanitary Inspector, Mr. Robt. Thelwall, reported as follows: Since your last meeting a complaint was made of throe dead carcases being left exposed near the school at tho Muriwai. I arranged with tho responsible party for burial. Subsequently the informant reported that they had not been buried. On consulting Mr. Warren it was decided that I should visit the locality. lam sorry I cannot recommend your Council to proceed for recovery of expenses entailed. Whilst at Muriwai I inspected the hotel premises and found the proprietor was taking every precaution in sanitary, matters. The death of a young girl, at Patutahi from meningitis was reported. After consulting with the medico in attendance he advised disinfecting the premises as a precautionary measure, as meningitis in a particular form-is infectious. The premises at Makaraka where scarlet fever was reported, and the adjoining premises, have been made sanitary and the work has been approved by Dr. DeLisle. I accompanied Dr. DoLislo on a tour of inspection during his visit here. A case of scarlet fever was reported at Makauri and sent into the Hospital. Fumigating the premises has been postponed for the present, as the, medico in attendance- was of the opinion that other children were sickening. A case of scarlet fever with a diphtheria throat was reported from Makuuri. The patient has since died, I understand from pneumonia. I found the premises very insanitary, chiefly owing to the late flood. I have told the occupier of the premises how to proceed and have reported fully to tlio district health officer. I have visited Patutahi. ,Waerenga-a-hika, Ormond, and To Karaka on my usual tour of inspection, and found that more activity has been shown in sanitary matters. Settlers are paying more attention to the sanitary condition of their premises.”—Received.

ABATTOIR ROAD. The Chairmain moved that the Gountv portion of tho Abattoir road ho put in hand in accordance with the assurance given the Borough Council. —The Engineer estimated tho cost at 1 from £250 to £3OO. —Cr. W. D. Lysnar and others thought it more businesslike to get a report from the Engineer before authorising the work.—The Chairman : How many works have wo authorised without a report from the Engineer? I .will not ho a party to a breach of faith vjith the Borough Council.—Councillors pointed out that they were not against the work, hut would like a report first.—Cr. Lysnar’s motion to obtain a report was carried by one vote. NEXT MEETING. Monday., October 21st, was fixed as the date for next meeting. • GENERAL. Cr. Sliorratt asked that some work be done on the road past Chambers in his riding. When some fasemmg was authorised in a particularly bad spot?, it was understood that this year the road would ho formed.—Engineer to report. On the motion of Cr. F. Lysnar. a grant, of £2O was made for the Talninga crossing, Hangaroa river, Crs. White and Sherratt to direct the expenditure.
