United Press Association —Copyright Received September 9, 10.55 p.m. LONDON, September 9. The Trades Union Congress at Bath adopted a resolution declaring that tho Unemployed Act would fail to touch even the fringe of the question, and urging the Government to embark immediately on works of public utility with a view to absorbing the unemployed, thus beginning a permanent reorganisation of industry on a co-operative basis. D. J. fe’backleton, member for Clitlieroe, was chosen chairman of the Parliamentary Committee. The next Congress will be held ai Nottingham in 1908.
