United Press Association —Copyright Received September 9, 10.45 p.m. LONDON, September 9. The Times’ Baris correspondent says a thrill of indignation was caused in Paris by M. Jaures’s antimilitarist speech at a meeting of 5000 Socialists. His remarks startled even tho audienco. He advised the proletariat in the various countries to use rifles to overthrow their own Government when they declined international arbitration to settle international disputes.
