A REBUFF ON THE TARIFF. A GOVERNMENT DEFEAT. (Special to Times.) WELLINGTON, September 4. Tho Government suffered another rebuff in connection with their tariff proposals to-night, when on the motion of Mr. Horrics it was resolved to strike out the duty on mining machinery of 5 per cent. Sir Joseph Ward made a strong speech in support of tho proposal; that tho total amount of duty if spread over all the mines in New Zealand would bo a mere begatelle. Mr Pollard nointed out that it was a small thing for wealthy companies like the Waihi Co., but a serious matter for companies that were not paying or were only prospecting for metals. . , . Other members interested in mining districts spoke in the same strain. The Government fought hard for their proposal, hut it was of no avail. As members trooped into the lobbies it, was seen that tho decision would be a close one and when Mr. Hemes amendment was announced to be carried by 33 to 30 there was some applause.
