Xne J-iwcs hopes it will prove a most important instrument for securing the peace of the world. The general tenor of the Russian press is favorable. The Daily Chronicle says a section of the Liberal Party view the agreement with some apprehension. The treax; will ho published when ratifications are exchanged. A PESSIMISTIC OPINION. Received September 2, 9.45 p.m. VIENNA, September 2. Professor Arminius Vamberg contributes to the Neue Freie Presse a strong criticism of the Anglo-Russian agreement. He doubts if it will remove the rivalry or ensure a peaceful future. He adds that it is possible to reach an understanding regarding Persia and Tibet, but he is pessimistic of obtaining reliable guarantees concerning Afghanistan. ,
