Received August 23, 9.45 p.m. « PRETORIA, August 23. The Government is urging Britain to strengthen the garrisons owing to tho whites being unarmed among a large native population. Two thousand unemployed on the Rand petitioned to be repatriated. General Botha replied that he would do his best to remove the necessity, since it was desirable to increase, not to diminish, the population.
PARIS, August 23. Monaco lias applied for the extradition of the Goolds, who consent to immediate removal to Monte Carlo. Received August 23, 11.15 p.m. LONDON, August 23. The House of Commons by 93 to 19 confirmed the Peninsular Company's mail contract. Labor members complained that the contract was not used to comnel the Peninsular Company to give Lascars proper accommodation. Mr. Runciman said .ur. Buxton had driven a very hard bargain in obtaining services far beyond those paid for by the subsidy. The Post Office had carefully considered the advantages of the Siberian .route.' and found the cost to be much heavier than the present. The Government did not consider the employment of Lascars either on mail steamers or tramps as sweating. The House of Commons approved the Northern Nigerian railway. The Premier, replying to Mr: Stavely Hall, said the Government was advised that no legislation was necessary before the New Hebrides Convention could come into operation. The Premier stated that if the Government- decided favorably in regard to tile All Red route, no arrangement would be binding until the House of Commons approved.
