Received August 20, 11.6 p.m. LONDON, August 20. 11l the House of Commons the Transvaal Loan Guarantee Bill was read a second time bv 199 to 62. xur. Churchill made ail elaborate defence, denying any connection of the guarantee and hlie repatriation of Chinese. He admitted that unless they guaranteed the Transvaal Government it would be compelled to appeal liat in hand to the mineowners for a loan. They might stipulate for re- , tent-ion of the Chinese. Mr. Lvttelton contended tha-t the Government was blameable for not securing better treatment- of Transvaal Civil' servants and British Indians before guaranteeing. Mr. Asquith said it was no corrupt bargain. General Botha was free to projiound any Chinese policy he liked.
