BUBONIC PLAGUE.
United Press , Association—Copyright Received August 19, 9.21 p .m. NEW YORK, August 19. Three deaths from bubcinic plague have occurred in San Francisco. PEKIN, August 19. Sixteen deaths .from plague are reported from Haidjas, Southern Manchuria.

The Indian Government states that the Plague Commissioner has decided that bubonic plague is spread by rats. The vehicle of contagion is tlie rat flea. The jilague germ’s life in soil, floors and-walls is of short duration. The Government recommend the destruction of rats, improvement of houses, protection of grain stores in order to reduce food rats, removal of people to temporary dwellings and inoculation, while avoiding action calculated to excite popular opposition.
