Tho Premier described the Bill as a complex, nicely-balanced piece of mechanism, which could not be altered without endangering tlie whole. He was making no threat nor addressing any appeal to the House of Lords. Great indeed would be the responsibility of the Lords if by hasty partisan action they damaged the great instrument devised and approved by the Commons for meeting one of the most urgent of the nation’s problems, lhe House agreed to the Lords’ amendment to tlie Butter Bill. . . ■ln tho Houso of Lords the Criminal Appeal and Evicted Tenants Bills were read a third time. Lord Crewe acknowledged the fair and friendly spirit displayed by the Unionist side.
Received August 18, 4.42 p.m. PRETORIA, August 17. .General Botha has given notice of motion in the Assembly in favor of the colony acquiring the Cullinan diamond for presentation to King Edward as a token of loyalty, and to commemorate the granting of Responsible Government. The diamond belongs to tho Premier Diamond Mining Company, and is estimated to be probably worth £1,000,000. Under the mining laws of the Transvaal the Government is already tho owner of one-sixteenth of the diamond, its share being fixed at £05,000. The Progressive members of the House resolved to oppose the purchase, on the grounds that the time is inopportune owing to financial difficulties and depression oil the Rand.
