GOVERNMENT LAND PROPOSALS
DEEP AND DEADLY MYSTERY. (Special to Times.) WELLINGTON, last night. I have it on the best" authority that the Land Bill proper, which of course has no connection with the graduated tax and endowment proposals of the Government, will nevertheless contain some very important amendments to the existing law. Not only will provision be made for the abolition of the lease-in-perpetuity, but the conditions under which land purchased by the Crown is disposed of for settlement will also be materially altered. No one sujjposes that these alterations will absolutely exclude the freehold tenure from all lands dealt with by the Crown, but then no one reallv knows. The Government has succeeded to a remarkable degree in keeping its land proposals a deep and deadly mystery. What is to be the extent of the graduated tax proposed and the area and locality of the land endowments are matters concerning which members are kept in entire ignorance.
