A motion by Mr. Remnant for the rejection of the measure was negatived by 294 to 76. Mr. Balfour warned the Commons of ihe principle of rating the unearned increment were adopted in Scotland it would be extended to England, evidently the Government contemplated a fundamental immense change n the incidence of local taxation. They had adopted the teaching of Henry George and were treating Scotland as experimental grounds for wild crotchets.
