Mr. Ramsey Macdonald’s bill foi providing work through public authorities for the unemployed firstly compels councils to register unemployed and provide schemes for local work: creates a central unemployed committee to conduct national schemes of afforestation, road-mak-ing. and reclamation of foreshores and waste lands. Local authorities are able to report deliberate habitual shirkers, whereupon a court of summary jurisdiction authorises the councils to enforce work for six months. Financial schemes are thrown on the rates, except in distress exceptional, when Parliament will vote relief, acceptance of which does not entail loss of tlie franchise.
