United Press Association—Copyright SYDNEY, 'July 9. The conference of steam 'collier owners, Stevedores’ Association, and Coal Lumpers’ Union proved abortive. When it resumed yesterday tho secretary of tho Lumpers’ Union an-
nounced that tho employers’ proposals had been submitted to a meeting of the Union, which unanimously decided not to work with free laborers, also not to accept the and conditions offered for night work.
