Choftto, tho American representative, proposed, in committoo, that private property, except contraband of war, jo exempt from sea capture, except if a ship attempt to enter blockaded ports. Ho doolared that President Itoosovolt dosired the Conference to vote on this proposal. Mr. Nelidoif advisod caution sinco the adoptioji of the proposal would remove one of the strongest deterrents to war. Tho Times states that several powers besides Britain will oppose America’s proposal. All tho groat jjowors aro very reserved. Respecting Prance’s proposal, necessitating a formal declaration of war, Britain proposes to' prohibit tho destruction of captured neutral vessels. Tho captor must relenso unless able to bring tho prize before a prize court. Received July 1, 11.27 i).m. THE HAGUE, July !. A.
