I'VTOTICE is hereby given that the Gisborne Harbor Board intends to promote in the forthcoming session of Parliament a Local Bill, the objects of which are. as follows:' — 1. To borrow the sum of £400,000, at 4 per cent., for a period not exceeding 40 years; also, .) per cent. Sinking Fund. 2. Such sum of £400,000 to be expended as follows: £350,01i0 in an Outer Harbor for Poverty Bay, and £50,000 (with accumulations) to pay off old Loan of £200,000. ' 3. Such sum to be raised by issue of Debentures secured upon rents, profits and dues receivable by the Board, and a Special Rate upon the capital value of all lands, including Crown and Native lands, in the Gisborne Harbor District, 4. The Gisborne Harbor District is constituted by inclusion of Gis- •• borne Borough, Cook County, find \Vaiapu County. 5. The Special Rate not to exceed Id in the £ in the Borough, id in the £ in the County of Cook,

and -id in the £ in the County of Waiapu,. 6. Before raising Loan a Poll is to h e taken of all Ratepayers in the Harbor District, and if Poll is not carried by a majority of votes exercised, Loan is not to be proceeded with. 7. The Bill contains necessary provisions for taking such Poll, in accordance with “The Local Elections Act, 1904,” and provides that ratepayers rated for property i(l) to £IOOO shall have one Vote; up to £2OOO, two votes; over £2OOO, three votes, t _ 8. The amount of Rate to be levied in each year is not to exceed such amount as is required to provide for, payment of interest and Sinking Fund, after taking into account the estimated balance of ordinary revenue available, deducting working expenses, cost of administration and interest accrued upon previous Loan. . , 9. The Rato to bo levied lii the Borough of Gisborne shall bo double the Bate levied in ' the County of Cook, and the Rate levied in the County of Cook shall be doublo the Rate levied in the County of Waiapu. 10. The Board is to have all necessary and incidental powers of making, levying, and recovering Rates within the Harbor District, and no Rate is to be set aside or quashed in any Court,, and no defect shall lie set up as a defence. „ . . ~ 11. For the purpose of raising the amount authorised to be levied, the Board may suspend operation of Rate and declare that the Councils of the Borough of Gis--borne and Counties of Cook and' Waiapu shall bo liable to contribute the amount authorised to bo levied in proportion to the rateablo value of all rateable property comprised within the boundaries of such Borough and Counties respectively within the Harbor District,' and may fix the proportion to be so paid annually. . . 12. Every contributing local authority declared -liable to pa-' any such contribution may pay same out of ordinary funds or general revenue, or may levy a Special Rate to provide . for same, with necessary powers of striking Rate. . 13. On non-payment of any contribution by a local authority for on e month, the Board may sue for same. 14. Power of appointment of Receiver by the Supreme Court oh the application of any creditor of the Board, and all necessary and incidental powers in connection therewith.
