ANNUAL SITTING. The annual sitting of the Waiapn Licensing Committee was held at the Court House at noon yesterday. Prosent: Messrs. W. A. Barton (chairman), Cl. E. Barton, Captain Toml.dcson,. Hon. Captain Tucker, D. Hepburn, and ,T. Somervell. Mr. Nolan appeared for each of the applicants, excopt where otherwise stated. . . . ■ TRANSFERS. V ' The' following transfers wore approved. Roscland Hotel, Makarakn, Arthur Fredrick Saunders to Chas. Wm. Johnson ; Sea View Hotel, Port Awanui, James Walker to Frederick Geo. Allen; Turanganui Hotel, Gisbovuo, S. Ferdinand Hedlund to James Wallace; Raugatira Hotel, Lancelot Chas. Allen to Jas. Pettio; Tawliiti Hotel, John Patrick Murphy to Arthur Fredrick Saunders.
PUBLICAN’S LICENSES. New applications for existing houses were granted as follows:—Bose Hotel, Port Awanui, to David Watt Duff (Mr. Bright for the applicant); Turanganui Hotel, Gisborne, to Jas. Wallace ; Roscland Hotel, Makaraka, to Chas. Wm. Johnson: Sea View Hotel, Port Awanui, to Frederick George Allen ;V Tuparoa Hotel, to Edward Stokes; Rangatira Hotel, To ICaraka, to Jas. Pettio; Tawliiti Hotel, Waipiro Bay, to Arthur Fredk. Saunders. Renewals were granted as follows: Thomas Benjamin Sweet, Tatapouri Hotel ; Francis Robert Harris, Albion Hotel, Gisborne; Geo. Brown Oman, British Empire Hotel, Gisborne ; John Alex. ACCOMMODATION LICENSES. New licenses for existing houses were granted as follows: John Walsli, Lake House Hotel, Tiniroto, license £5 (Mr. Bright for the applicant) ; David Charles Hawkins, Ivawa’kawa Hotel, license £5.
Renewals were granted as follows: Frederick Montague Newey, Te (Raimi, license 20s: Christian Hansen, Motu, license £2 10s. WHOLESALE LICENSES.
The following Gisborne renewals were granted: L, D. Nathan and Co., Ltd., Lowe street; Dalgety and Co., Ltd., Read’s Quay; John Frank Pettie. Peel street; George Matthewson, Lowe street; Williams and Kettle, I.td., Gladstone road ; Common, Sheltou and Co., Ltd., Peel street. TEMPORARY TRANSFER. A temporary transfer of the Tolaga Bay Hotel license, from William Frederick Sinclair to John Patrick Murphy was granted. APPLICATIONS ADJOURNED. George Patterson Priestley applied io ,- ( a new publican’s license for the Waerenga-a-hika Hotel. Mr. Nolan appeared in support. Capt. Tombleson pointed out that, according to the inspector’s report, portion of the premises was in a state practically of rottenness, largely owing to the effect of the floods. Could (Mr Nolan explain whether anything had been done to effect improvement during the last eleven months?
Mr. Nolan informed the Committee that the timbor. was already on the gtound for a new- building, and the work was .proceeding. The expenditure would bo about £I7OO.
Captain Tombleson: Are you suro, that the work is pub in hand ? Mr. Nolan: I am certain that the. plans were prepared, before any report from tho health officer, and the contract lias been let 1 . The house is being entirely rebuilt, no part of the. old place being used. The Chairman: Have you the plans to submit to the Bench ? Mr. Nolan said ho was not in possession of the plans, not anticipating objection. Mr. Somervell knew som 3tliing about the re-building. Mr. Barton, after consulting his colleague: Mr. Somervell says ho can substantiate what you say. Mr. Nolan: I would not say if otherwise. -
Mr. Barton: We knew that, of course, but .want- fuller - particulais. Can you tell us when the contract is likely to be completed? Mr. Nolan said the work would be pushed on, but' he did not know the time.
Captain Tombleson thought the Committee should have been taken into the confidence of the licensee. Mr. Nolan said he had done so now. Mr. Barton reminded-him that this was the first time the. Committee had had the'opportunity of inquiring into the condition of affairs. . Mr. Darton said that exception was taken to the place last year and their objections were fully borne out by the present report. , Mr. Nolan stated-that the previous licensee submitted plans and alterations and had intended adding to the house. Tho new licensee would only be a feiv months in building. • Mr. Barton said the Bench could not grant a new license for the pre : sent house. He suggested that the application bo adjourned to the next quarterly meeting to enable building to be proceeded with. Three months would not bo sufficient to build, but Mr. Nolan could then ask for an extension of time. Tho Bench was not unreasonable. If the health officer told them tho premises were .unfit for occupation it would bo wrong for the Committee to grant a license. Mr Nolan: Let the district health officer condemn it under the Act and then we. would know how we stood. Mr. Barton- adjourned tho matter for three months. If the building w'ere not erected then and the Committee wero satisfied tho licensee was using every endeavor to push on with the work, an extension of time would bo granted. There was full provision for carrying on under the old license, under a system of monthly renewals at a proportionate fee. Charles Martin C. McCabe applied for a new accommodation house liconse from the AVaerenga-o-kuri Hotel.
Mr, Coleman appeared for the ap-
plicant. Ho said in roply to the Bench that .the painting and papering, roforred to in the report, would be duly attended to. Mr. Barton asked if a bathroom had been put in yet.
The Inspector said he had not seen one.
The Chairman said the Bench would adjourn the application for three mouths, and ;if the police reported that the work was attended to the license would bo granted. The house would not be prejudiced at all, asNit cciiid continue temporarily underLth|; old licenso.

A question was asked whether a bathroom had been placed in the premises, and tho local constable war. able to assure the Bench that this had been done.
In order that the front oi the building might bo painted in tlio meantime, the matter was adjourned for three months, on similar conditions to the preceding applications. Cornelius Noonan applied for a renewal of his publican’s license for the Ormond Hotol. Mr. Nolan appeared for the applicant and Mr. Blight on behalf of the owner.
The Chairman said that in view oi the adverse health report' tho Committee were not justified in renewing the license.
Mr. Bright asked for an adjourn mont to next quarterly meeting.
The Bench asked for some assurance as to wliat steps it was proposed to take.
Mr. Bright: We have had no time to consider the matter.
The Chairman: It must bo understood that some move must be made between this and next- meeting.
The application was adjourned on the understanding that the licensee’s proposals be submitted to the members of the committee resident in town, non-resident members to be notified.
Application was made by John Rutherford Shaw for renewal of the accommodation house license for the Palcarao Hotel. Mr. Nolan appeared. The Chairman said that no doubt some alteration was necessary here. The difficulty was that it was proposed to build a new bridge and tho site, be understood, bad not been definitely fixed. It seemed to him—lie did not know whether the other members agreed—that it would be a hardship to require applicant to do anything just now. Mr. Nolan said that if one site suggested for the bridge wore selected, it would be too far away to remove the hotel.
Mr. Barton said • tlie distance allowed to move a license was one mile in tlio country and a quarter of a mile in tlie Borough. Mr. Nolan said the site originally proposed was unsuitable for the hotel, but lie understood the engineer contemplated another site. Tho Hon. Captain Tucker mentioned that no site was yet fixed upon. Mr. Nolan said that for public convenience tlio hotel should be as near the bridge as possible. The licensee was quite prepared to renovate or raise the present building, or rebuild it It might be impossible to get a suitablo site.
Mr. Barton: No doubt the present house is not sufficient for requirements.
Mr. Nolan replied that tho licensee recognised this. He felt it in the most sensitive place—his pocket. In studying public convenience no doubt tho place should be as near tho bridge as possible. The Bench granted an accommodation house license, subject to the same conditions as lust year. Mr. Nolan obtained assurance that the stipulation re keeping boats in order was not intended. Tho only condition demanded was that the licensee should be thcro to work tlie boats. This concluded the business.
