The Statist, in a discussion on the fall of consols, says the steady redemption of tho public debt- at tlio present rate ought in three years to raise tho juice of consols to par. The first cause of the stagnation was the late Government’s failure to make the sinking fund effective; tho second is tho uncertainty respecting the Rand gold-mining industry; and tho third the delay of. the joint stock banks to accumulate adequate reserves.
