The National Executive of the National Council resolved that the Irish Council Bill was an insult to the Irish nation, and calls upon the Irish members to withdraw from Parliament and return to Dublin to form an assembly, with which to claim representation at the Hague, and to press for a settlement by International Court of Arbitration of the dispute between Ireland and England.
