THE LEGISLATIVE COUNCIL
(Per Press Association.) AUCKLAND, last night. At the Provincial Conference of the Farmers’Union to-day, Mr. Kaye moved: “That in the opinion of this conference the time has arrived when the Legislative Council should be elected on a property qualification, and that members should occupy their seats for six years.” He thought no men under 40 or over 60 years of age,- or who had not' been 10 years in the colony, should be appointed to the Council. Members should be elected for six years, and if elected for a second timV should be allowed to hold a seat for life.
Mr. Borrie suggested an election on householders’ qualification. Captain Bell moved an amendment that the reference to the property qualification be struck out. Mr. Haylock seconded this. Mr. H. Wily (vice-president) said his heart was with Mr. Kaye, but his head with Captain Bell. The only way -in which the present irregularities could be removed would be to give the thrifty man a second or a third vote, aud-not to debar others from exercising a vote. The amendment was carried unanimously.
