AN AWKWARD POSITION.

Recently the Lower Ilutt Borough Council decided to take a poll as to converting the Borough into a fire district under the Fire Brigades Act, hut it was discovered that a certain provision of tlio Act (sec. 31) would have a very detrimental effect, inasmuch as on tlio creation of a fire distiict all lands and buildings occupied >y a brigade become vested in the Board, which has to pay to the local authority a rental of 4J per cent, on tlio capital value of all laud and -mlduigs so vested in the Board.
