I Imvo always boon convinced tliat a Drainage Syst<!iu must necessarily follow the institution of a Water Supply, and if olected I shall heartily support any practical scheme that is within our means. I shall always he ready to support any project for the hotter lighting of the outlying parts of the Borough. I shall try to have the money available for roads and footpaths spent in such a way that all parts of tho Borough may have fair treatment. Any project that, in my opinoin, makes for the welfare of our growing town and district will have my support. Should you do me tho honor to elect mo I shall do my best to justify your action. TN again acceding to the request -®- to contest the Mayoralty, I do so with feelings of great respect to the presetn occupant of the position (Mr. Townley), realising, however, at the same time, that our progress has been retarded in the past, and will continue to he retarded in tho future, by his attitude, thus making it very hard and difficult for progressive works and changes to he made on sound and prudent lines. ■ Shortly, I am stiongly in favor of an Outer Harbor, and consider that no time should ho lost in getting an Enabling Bill passed, and then, having Mr. Merchant's scheme placed before the people for their final approval or disapproval, so soon as it has been approved of, or modified, by tho Consulting Engineer. In tho meantime, I consider that 1 the expenditure upon the River works should he curtailed as much as possible, and that only absolutely necessary works should be done, in order to keep the river open and enable full use of it to he made. I consider that, with water, some economical and prudent scheme, of Sewage must follow, for the health and convenience of the public. A site should ho selected and secured for Municipal buildings, and a start made by erecting offices suitable for our present requirements, the offices now occupied being entirely inadequate,and without a fixed tenure. Better arrangements are urgently needed for Metalling our streets and footpaths. * Generally, my policy would he to see that the Borough and Harbor Board get good value . for their money, which, I regret to say, I do not consider they’ have always got i'll the past. It cannot ho denied that Gisborne is far behind all other places of equal importance in the colony of New Zealand in its improvements, and that it needs fresh and vigorous administration in order to bring it to a level even with places of less importance. Still further progress should lie our common aim, and tliis can bo best obtained by having our town as up-to-date as it :s possible to make it, especially in regard to the Health, Comfort, and well-being of the community. WATER SUPPLY.—This is now almost an accomplished fact, and '.t only remains for the Council to see that EVERY HOUSEHOLDER in the Amalgamated Borough is supplied with the water. DRAINAGE. —This question must be faced immediately. EIRE BRIGADE.—If clecotd, 1 intend moving to bring into operation the provisions of “The Eire Brigades Act,” and so place the local Brigade on a more satisfactory basis, and establish .Hose Reel Depots at West End, AVhataupoko, and Kaiti. Questions such as Metal, Gravel, Street Lighting, Sanitation. Charitable Aid, and other important matters of local concern will always receive my closest attention. - Having lived amongst you for some 30 years (practically all my life), I fully appreciate tho honor which has been conferred upon me by my-fellow-burgesses. I have tried in the past to do my duty to the people as a whole. Gisborne must keep up with the times, and the Drainage question must be faced. With regard to the OUTER HARBOR SCHEME, I ain emphatically in favor uf this, and if the passage of an Enabling Bill in the coming session of Parliament will give tho ratepayers an earlier opportunity of voting upon this scheme than otherwise, the Bill will have my hearty support.
