I Tf my fourteon years’ experience in municipal matters is of any service to you, L place them at your d isposal I ami if you do mo the honor to elect line, I shall do my host for the. interests of the town as a whole, witlifoar or favor. I am in favor of a Drainage Scheme. lam also in favor of spending the rates in a more uniform manner over the wliolo Borough, instead of so much in one or two streets, thereby enhancing the values of a few properties to the detriment of many. lam in favor of Municipal salt-water Baths. I am also in favor of the Corporation becoming the owner of the Gisborne Gas Works, or having works of their own. After these matters have become aeeomplisbel facts, I think no more borrowing for Municipal works should be allowed for some years to come on any pretext- whatever. T am in favor of the Borough being divided into wards. As I am a strong believer in the freedom-and .secrecy of the ballot box, and that the Ratepayers should be allowed to judge for themselves who they think will best serve their interests. I do not intend making any canvass, but leave’myself entirely in your hands to elect or reject me as seems best in your own minds, and in either will still ascribe myself, Yours sincerely, TAN STM,SON SIMSON. Briefly stated, my views arc the following: WATER SUPPLY.—I am anxious to see this work completed, tt promises to be a splendid success, and I shall deem it au honor i ho your Mayor when the work ! s completed. With this out of the way other ■messing wants must be attended to. larticularly that of DRAINAGE. [ am strongly of opinion that this must follow the introduction of the Water Supply. Gisborne must keep lip with the times, and the Drainage question must bo faced. With regard to. the OUTER TARBOR SCHEME, I am emphatically in favor of this, and if the las.sage of an Enabling Bill in the aiming session of Parliament will give the ratepayers an earlier opportunity of voting upon this ■chome than otherwise, the Bill will have my hearty support. In asking the Burgesses for a renewal of their confidence in me, I lo with the hope that my actions in the past have given satisfaction to you. I await the Election Day with every confidence. J. TO THE BURGESSES OF GISBORNE. |'N again acceding to the request to contest the Mayoralty, I do so with feelings of great respect to the presctu occupant of the position i.Mr. Tow nlc.v), realising, however, a t the same time, t hat : our progress has been retarded in the past, and will continue to he retarded in the future, lay his attitude, thus making it very hard and difficult for progressive works and changes to he made on sound and prudent lines. Shortly, I am strongly in favor of an Outer Harbor, and consider that no time should he lost in getting an Enabling Bill passed, and thou, having Mr. Ms reliant's scheme placed before the people lor their final approval or disapproval, so soon as it has been approved of or modified, by the Consulting Engineer. In the meantime, I- consider that the expenditure upon the River works should ho curtailed as much as possible, and that only absolutely necessary works should he done, in order to keep the river open and enable full use of it to be made. I consider that, with water, some economical and prudent scheme of Sewage must follow, for the health and convenience of the public. A site should be selected and secured for Municipal buildings, and a start made by erecting offices suitable for our present requirements, the offices now occupied being entirely inadequate,and without a fixed tenure. Better arrangements are urgently needed for Metalling our streets and footpaths. Generally, my policy would he to see that the Borough and Harhoi Board get good value for theii money, which, I regret to say, I do not consider they have always got in the past. It cannot he denied that Gisborne is' far behind all other places of equal importance in the. colony of New Zealand in its improvements and that it needs fresh and vigorous administration in order to bring it to a level even with places of less importance.
