BOROUGH COUNCIL.

The fortnightly meeting of the Gisborne Borough Council was held last night. Present: His Worship the Mayor (Mr. J. Townley), and Councillors Webb, Colley, Sheridan, Miller, Rees and Lysnar. BUILDING BY-LAWS. Mr. Brownlee, architect, waited on the Council with jilans for a new building to be erected for the Cosmopolitan Club. The plans did not accord with the new Borough bylaws, and he wanted to know the position —would the plans hold good if passed by the Council prior to May Ist. Cr. Sheridan said Mr. Brownlee had no need to trouble about the by-laws—they were not in force and perhaps might never be. Mr. Brownlee said lie only wanted an assurance that the plans would be considered under the old by-laws. The Mayor said it would be alright if Mr. Brownlee started his building before May Ist. Cr. Sheridan objected to discussion of the new by-laws. If Mr. Brownlee had the plans approved before May Ist ho could proceed. / He moved that the Building Inspector bo empowered to proceed in the ordinary courso with tho plans. Tho motion was carried. QUARRY TRAMWAY.

The County Council wrote approving the plans of the proposed tramway to connect the Wailiirere quarry with the main line. Cr. Lysnan asked if it would not be wise to stay their hand regarding

the tramway, pending developments in collection with the Harbor works. Their tramway would not be strong enough to take the Harbor business. Tho Council might be able to use the Harbor Board’s tramway for the whole distance. It was a waste of money to put down two tramways. Cr. Sheridan said he understood

tho cost of the tramway would be £BOO. If tho Harbor Board put down a tramway they would probably want all the stone for themselves. The Engineer thought it advisable to put down the tramway, and the tramway would bo available for the exclusive use of tho Council.

Tho Engineer said that those who said there was not enough stone in the quarry could not know the ground. There would he enough stono there for a dozen breakwaters. The matter then dropped.
