An account for tools having been presented to the Council, the Chairman said too much was spent on tools. They, provided tools, and both tools and men disappeared. Cr. Lysnar: 1 would have the tools locked up, and when the . men came again they could have the use of them. The Engineer: The general way is for the men to hand the tools over to the roadman in charge. The trouble is with the casual hands. The Chairman thought workmen should provide their own tools. After further discussion the Cliairman said the only way v was to stop the value of the tools out of the pay of the men if they did not return them. On the presentation of the account for wages(£6) of a roadman named Ingram, Cr. Lysnar proposed that the money he withheld, because the telephone had been taken away and damage done to the whare. The Council had paid £4 towards the telephone. The motion was seconded and carried. The Council decided to disallow the Health Inspector’s expenses for visiting Tolaga Bay. The Inspector was allowed £2 for the visit, but he had charged £1 5s in addition. The Council refused to allow the additional £1 ss, this being the amount of the coach fare. On the advertising account, the Chairman said they were spending too much on advertising; hut he supposed it would go on' until it was intolerable. Cr. White suggested that the accounts should lie on the table for inspection, and should afterwards be adopted. It would save much time. The Chairman said he thought the accounts would be slurred over if that course were adopted. The present practice was no doubt inconvenient, but the other way might result in accounts being passed that ought not to he passed. Cr. Kenway said he proposed to give notice of motion on the matter. The Chairman said he did not think any time would be saved by the course suggested. MANGATU BRIDGE. The schedule of the special loan for completing Mangatu Bridge was submitted to the Council, The order for the loan was confirmed by the Council. .SPECIAL RATE. A letter was read from ratepayers consenting to a special rate of I 1-10 in the £ being levied for the payment of interest and other charges on a loan of £IOOO for the purpose of forming a dray road commencing at Wharekopae-Kpranga. road, and ending at the .junction of the said road with Wharekopae-Mutwera road. The Council resolved to borrow the money for the purpose. Cr. Boland called attention to the ■state of a road at upper Tolaga IbiY. The Engineer §aul that the work required to be done. It would cost about £6O. On the'motion of the Chairman, it was resolved to leave tho matter in the hands of the Engineer. Cr, Mai thews proposed that a low level bridge he provided to enable people to get with sheep to the Freezing Works, and also for the convenience of people who wanted to take milk to a factory. The bridge ho proposed w,q.uld by a ' short out for them, No resolution was adopted. The Chairman said lie heard that a petition was to be presented that Tolaga toll be abolished. If the people wore willing that the toll should be abolished it might be done. Gr. Boland' ’ said that the ratepayers were agreeable to. it. Tlio Chairman thought it would bo necessary tq consult the Treasury. Cr. Boland said that at present it cost about £SOO to collect £l5O. The Chairman: Instead df a handful of people being' responsible you could make a much larger special rating district. After further discussion, the Chairman said he doubted whether the provisions of the Public Bodies’ Loans Act would enable them to get a special loan for such a purpose. It was not a long for the construction pf any work. He thought' they had better drop thp subject for the present. THE COUNCIL’S FINANCIAL POSITION. The Chairman said the Council’s financial position was rather better than It. was at this time last year. A greater amount of rates had been received. The advances were twice what they were ; and the grants were about double. The position was very much better than it was. That (lay the overdraft was £0400,. Cr. Lysnar: it was never so low before. The Chairman: Not for a long time. The overdraft would now be £7700, against which there was an advance of £ISOO, so that the Overdraft would be brought buck to about £6OOO. Or. Matthews: That is very satisfactory. I am dqliglite dto hear it. f. think we may now undertake the work on Mnngapapa road. I propose that the Council expend £IOO on that road. After discussion, Cr. Matthews gave notice that at the next meeting of the Council lie would move that Cloo be expended in forming the Mnngapapa road, Or.
