In my opinion Mr. Fraser should select one or two of the roads as an experiment, and let the maintenance by contract. 1 know there is a certain amount of risk, hut in the present state of the labor market it would he wo,vth a trial. I know the Motu people had the oppoitunity of putting their road in repair, and being paid for it, but there are none of them with enough knowledge of tho work to attempt it. If tools wore found they disappeared. The Engineer said there had been a number of men —from nine to HO—on these roads for some time. Closo on £SOO had been spent on the roads in five months. The roads wore in fair order now Or. Boland asked the Engineer whether it was not desirable to raise the wages of the men. The Engineer said that if the Council let tho work by contract they should see that tho contract was carried out. Tho bondsmen should be substantial men. Cr. Harding did not favor tho contract system. Cr. Kenway favored the contract proposal, and the getting cf a substantial bond. Boundaries.
Messrs, do Lautour, Barker, and Stock wrote to the Chairman under date February 11, stating that, with reference to the petition of Mr. A. L. Bellerby and others for an alteration in the boundaries of the Cook County Council, so that certain properties might he excluded from and included in the AVairoa County, they were instructed by Messrs. Spence Bros., owners of Tauwharotoi No. 3 A block, that they objected to the alteration so far as their property was concerned, which they desired should remain within the Cook County. A New Bridge. Mr. AY. F, Coder wall,. manager Gisborne Frozen Meat Co., Limited, wrote stating that the Borough Engineer would select what timber was necessary for the bridge over the creek near Crawford road. Cr. Matthews said ho understood that the bridge was to be GO feet wide. He thought 20 feet would be ample. The Chairman said he understood that they would give £lO worth of timber. The Engineer said he understood that the Council had decided to give the timber required. The Chairman : I think they asked for £lO, and we said, No, we will not give £lO, but we will give the necessary timber, . Cr. Ken way: I move that we limit the width of the bridge to 20 feet. The Chairman : I second that. Cr. Kenway: If they like to make it wider they can, but we should limit the quantity of timber to what would be required for a 20 feet wide bridge. Cr. Harding: I move as an amendment that it be not less than 25 feet. Cr. Kenway: 1 accept that. The motion, as amended by Cr. Harding’s suggestion, was adopted.

I do not think a. committee can give us any in >re information than wo have got. The work is necessary if wo can do it. Cr. Lysnar: It :s all a question of funds. It is only, a waste of time discussing j,t, because we have not got the money to' do it, The Council rejected the motion.
Injuring a Road. Mr. J. Blake attended the meeting of the Council, and complained of the injury done to tki Tg Arai Valley road by ROim;acti>rff. Mr. Blake then left the room. The Chairman said the parties had had no'permission to' interfere with the metalled part of (.he road. Cr. Lysnar: They should not lie allowed to do it. Let them take their pipes somewhere else. Cr. Kenway moved that the. contractors and the Borough Council be written to that they must not injure the roads for traffic, and they must make good jiny ininry that they had done to the rrjads. Cr. Harding said he thought that the contractors had had permission to interfere with the roads. The Chairman read the statute bearing on the matter. Cr. Harding: That is not before us, sir. All that is now before us is the fact that the road is blocked. The Chairman: If the road is much interfered With we shall able to recover in a court of law, The resolution was carried,
Malcaiiri Water Trough. Mr. It. S. Bryce, storekeeper, Makauri, ..' wrote, complaining of the overflow at the water trough at Makaurj, and stating tjujb the drain wanted to l)e deepened for about five chains. The trough also ought to he emptied. Mr. Bryce offered to clean the trough for £1 10s a year. The Chairman: I think as regards the drain, perhaps that might he done, hnt 1 don’t think we want it done three times a year. On the motion ur the Chairman, the Council accepted Mr. Bryce’s offer to clean the trough out for 10s, and also his offer to clean the drain for 10s. Noxious If eeds. A memorandum was received from the Department of Agriculture calling attention of the Council to the noxious weeds growing on the road reserve this side of Tiniroto, and asking for their immediate removal.

Minister for Public Works and Railways. The Chairman said be thought they should ask the Minister for Railways to extend the railway beyond the tunnel, _ Sanitary Inspection or Property. Mr. C* E. Smith, writing to the Chairman under date February 7tli, wished to draw attention to the need of a sanitary inspection of Mr. M. Mullolv’s dwelling in the township of Tolaga Bay. Hr. Weeks, who occupied a house near Mr. Mullooly’s house, was laid up with typhoid fever. He (Sir, SmfUj) was the owner of Ur. "Weeks’ house, and therefore he desired a sanitary inspection.
