DEPARTMENT OF AGRICULTURE WELLINGTON. Hoad Office, Wellington, 22ncl December, 1906. Circular No. Ag 333. TO STAFF. DIVISION OF LIVE-STOCK AND agriculture constituted, AND CHIEF INSPECTOR OF STOCK AND DIRECTOR OF EXPERIMENTAL FARMS APPOINTED. From Ist January 1907, inclusive, a now Division of tho _ Department, called the Division of Live-Stock and Agriculture, will be constituted, and all Inspectbrs-in-churge, Inspectors of Stock, Registrars of Brands, officers in charge of Experimental Farms, Nurseries, Fruit-testing Station, or Poultry Stations, together with all employees now under the supervision of any of these officers, will be attached to the new Division. The Division will administer the following Acts:— Stock, Dairy, Industry, in so or dairy farm premises and herds and the disposal of milk are concerned; Rabbit Nuisance; Noxious Weeds; Fertilisers; Slaughtering and Inspection, in so far as the ordinary slaughterhouses are concerned. The Divisional Head will be Mr. E. Clifton, hitherto Inspector-in-charge of tho Auckland Districts, and his designation will lie CHIEF INSPECTOR OF STOCK AND DIRECTOR OF EXPERIMENTAL FARMS. Ho -null also bo Chief Registrar of Brands for all districts. His headquarters will lie Wellington; postal address, “Chief Inspector of Stock, Wellington” ; telegraphic address, “Livestock, Wellington.” From the above-mentioned date the !rspectors-in-chargc; the Inspectors of Stock at Mastcrton, Carterton, Wellington, Blenheim, Nelson, and Hokitika (none of whom will be under any Inspector-in-cliarge) ; and t.he officers in charge of Experimental Farms, Nurseries, Fruit-testing Stations, or Poultry Stations, will report to, and take their instructions from. Mr. Clifton, in his capacity of Chief Inspector of Stock or Director of Experimental Farms as tho case may be. All vouchers, diaries, requisitions, etc., from the officers mentioned must bo sent to His office for transmission t)o the Secretary. The Chief Inspector of Stock will, if so requested at any time, send on to the Secretary, every communication any member of his staff may desire the Secretary tt> see, but such communications must be addressed to tile officer’s immediate superior, and not merely lie sont through him. With regard to tho respective duties of tho Inspectors of Stock and Veterinarians, the following instructions. numbered 1 to 5. will apply:— 1. The InnpcoUir—of Stock shall be the responsible officer for tho administration of the Stock Act within his district, subject of course tb the immediate supervision of the Inspoctor-in-charge, if any.

2. The Veterinarians are to confine themselves to the investigation and treatment of disease in stock, and generally to advising in matters of a professional nature, and are not to undertake, administrative duties under the Stock Act. 3. In Districts where there is an Inspector-in-charge, extraordinary cases of disease, as well as ordinary cases in which a veterinary opinion is desired, shall be at once reported by the Inspector of Stock to the In-spector-in-charge, and by the latter to the Veterinarian, provided that in urgent cases the Inspector of Stock may communicate direct with the Veterinarian, and notify the Inspee-tor-in-eharge that he has done so. In districts where there is no Inspect'or-'in-cliarge the Inspector of Stock shall report such cases direct to the Veterinarian. 4. When a Veterinarian receives an application for his services direct from a person outside the Department, should he consider it desirable that the local Inspector should be present at the investigation of the case ho will give that officer due notice of the date of his visit. Should, however, the Inspector not bo present at the investigation the Veterinarian will, ns early as possible, advise him of the result of such investigation, and include in such advice any recommendation he thinks necessary regarding further observation of the case by the Inspector. 5. When in the course of the Veterinarian’s duties ho lias brought before him cases of disease requiring the administrative action of the Inspector to Stock he will supply that officer with full particulars of each case." Where Meat Inspectors or othei officers of the Veterinary Division are performing, in conjunction with their other work, tho duties of an Inspector of Dairies, they shall act under the Inspector-in-charge for the District, and. where there is no Inspcctor-in-cliargo under the Chief Inspector of Stock, so far ns those duties are concerned, and ajil correspondence, etc., such as has hitherto been forwarded to the Chief Veterinarian in this connection shall be addressed to the In-spector-in-charge, or Chief Inspector of Stock as the case may be, and bis instructicns are to be carried out. Such officers will of course give first attention to their meat-inspection duties.

In cornection with special work (such as horticultural, viticulture!, poultry, or chemical) at the Experimental Farms, Nurseries, Fruit-test-ivc Stations, Poultry Stations, etc , the expert officers will occupy the position ol' advisers, and not that of diiectors of operations. Their status on Government Farms, etc., will lie precisely the same as on private properties. In this matter the following directions, numbered 1 to 3, will apply:— 1. The whole staff of the Farm or other station will he under the control and instructions of the Overseer or Manager. 2. The Biologist or Pomologist, ns regards the orchard, nursery, etc., the Viticulturist ns legards the vinesard and cellar, the Chief or Assistant Chief Poultry Expert as regards the Poultry Station, and the Biologist or Bee Expert as regards the apiary, are, however, authorised to receive verbal or written reports from, and give verbal or written instructions to. the officers in immediate charge of the particular branch of work concerned; provided that' all such written reports or instructions shall pass through the hands of, and be initialled by the Overseer or Manager; all verbal in s(ruction; to be confirmed in writing as soon as x^ossible. It must be understood that instructions given under this paragraph are to be in general accordance w*ith arrangements previously made between the expert officer and the Director of Experimental Farms. 3. No live-stock, fruit, plants, seeds, wines, poultry, eggs, honey, machines, tools, stores, manures, or other produce or goods, shall be ordered for. or taken on to or off, the property, excepting by arrangement with the Overseer or Manager. Circular No. Ag.—233 of Ist February, 1904, directing that in regard t.o their duties under the Slaughtering and Inspection Act Inspectors of Stock shall report, to, and take instructions from, the Chief Veterinarian, is hereby cancelled, as is also Circular No. Ag. 2G5 of 22nd June. 1903, in so far as it relates tv>_ branding matters being under the direction of the Compiler of Statistics.
