Yesterday was spent in active negotiations regarding tho Education Bill, Mr Balfour, Lords Lausdowne aud St. Aidwyn, the Archbishop of Canterbury, Lord Crewe, Mr Birrell, and Mr Asquith conferred. The Uaionists claimed that head teachers as well as assistants should be allowed to volunteer to give religious instruction in urban schools, also that one teaeher in each single school area should be available for tho same service. The Government refused to agree to this. Later tho Duke of Devonshire, Lord Gosohen, the Archbishop of Canterbury, and others conferred. Mr Balfour and Mr Birrell also met. Mr Balfour afterwards expressed tbe fear that an absolute impasse had been reached owing to the Government's refusal to place rural teaohers in the same category as teachers of urban areas as regards matters of religious instruction. It is expected that the House of Lords will return the Bill to tbe House of Commons,
