There is some prospect of the Government willingly accepting the notification of two laymen in each parish, instead of the clergy, thus legalising services and avoiding repression which they view with repugnance. Cardinal Merry de Yal’s letter conveying tho Pope’s instruction to the clergy regarding the law of 1881 contained the following: “ Abstain from all formalities for tho present. The Vatican declares that the French clergy are ordered to refrain from the declaration precribed by the law of 1881, not owing to the declaration itself, but other regulations embodied in M. Briand’s circular.”
