Under the new constitution of the Transvaal the Governor receives any law in relation to the importation, contract, indenture, or license tor laborers from outside South Africa. The Assembly is empowered to hasten the termination of Chinese labor and no further licenses will be issued under the labor importation ordinance, nor contracts thereunder be re • newed. The ordmances.lapse a year after the Legislature and a new ordinance will be required to settle the status of Cbiuese remaining in tho country. The Governor reserves it for the Imperial Government's approval, lest the conditions should be servile. Similarly all exceptional legislation agamst non-whites is reserved.
King Edward, in affixing his signature to the letters patent, expressed earnest wishes for peace and prosperity in the country under the new constitution. The Times understands that the Orange River Colony will receive an identical constitution as soon as the Transvaal Legislature is elected. The Times declares the Government has endangered the Transvaal’s prosperity and. Bouth Africa’s future by deliberately loading the electoral dice in favor of the Boer minority against the British majority.
