Tho Times considers the settlement doubtful beoause Sir H. Oampbull Bannerman ranges himself on the side of Nonconformist members of the House of Commons. Nevertheless, despise the denunciation of the House cf Lords’ amendment, the debate more and more shows that the drafting and maohinery of the original Bill is utterly ineffective.
