S The captain of the American fishing vessels asked tho commander of the cruiser Brilliant if they could hire Newfoundlanders outside the three miles limit, tho colonial Government having declared that the Bait Act rendered it illegal for Newfouudlanders to serve on foreign fishing vessels.
The captain of the Brilliant replied that the modus vivendi rendered such action immune from penalty, He notified the colonial fishery inspector that he intended to frame rules for the herringfishery. The colonial Government protest against such proceedings as illegal, and declare that tho captain’s conduct belittles the colonial authority.
