The Executive Council Bill is for the purpose of amending section 5 of ’ the disqualification Act of 1878, and section 15 of the Electoral Act, 1905, s so as to give the Government power to , appoint twelve members of the exeeus tive. The present Act gives power to appoint ten, but two of tho ten must be members of the Maori race or halfcastes. 'Jhere are now only eight members of tho Executive. Replyingto a question in the House, Sir Joseph Ward said under the present Act the I Government could not appoint another member of the Executive in the Upper House, unless he was a Maori. If they appointed another European as a member of the Executive Council in the Upper House, then the AttorneyGeneral would become a civil servant, and would lose his salary. The existing law fixed the extreme number of members of the Executive at ten, of whom two should be members of the Maori race or half-castes. It would appear as if the new Bill is meant to give the Government power to appoint two more Europeans to the Ministry. Members are curious on the point, but no definite statement regarding the intentions of the Government is obtainable.
