Mr Churchill, at Glasgow, warned the Socialists that society Deeded both collective organisation and individual incentive. He advooated an ever-widening area of mun'oipul enterprise. The State should increasingly assume the position of reserve employer. Government ought to establish a universal standard of life and labor. He hoped Government would embark on various new adventurous experiments.
