It is officially stated at St. Petersburg that the Government have established a court martial for political crimes, with i .creased penalties against revolutionary propaganda. It has boen firmly determined to preserve order. Government have resolved on liberal reforms ; greater provincial autonomy will be accorded; they will establish zemstvos in Poland and Baltio provinces; introduce an income tax; reform the police and other public services. The statement adds : Needless restriction on Jews will be removed forthwith.
