The Capetown Argus comments on the Motherland’s generous decision not to cripple the Transvaal with a heavy loan, which \yould have been tantamount to making the mining industry pay the war indemnity, ordinarily falling to the losers, London, September 4.
The Times’ J ohannesburg coorespondent says the projected four million loan contains the possible basis of areally satisfactory arrangement. Amendments are required, especially mors extended settlement and imm'gration under the oontrol of the Imperial Givernmsnt, with the view of keeping the question out of petty political arena of the individual States.

Ottawa, September 5. The Department of Trade and Commerce at Ottawa in a bulletin based on it report from the Government agent at Capetown on the unfavorable condition in Siuth Africa, recommends exporters to observe extreme caution in all creditor transaoiious.
