It is a method for breaking up big estates besides which the efforts of preced ing politicians are a mere matter cf talk. No Government oould afford to buy all tho land liable to be offered for eale under the present and proposed legislation. Apart from that, there is not the population in Now Zealand which would justify any particularly extravagant alienation of land for oloser settlement.
