In tho House of Representatives Mr Daakin announced that the new constitution for New Guinea would be proclaimed and eome into force on September Ist. A Governor will not bo appointed mime diutely, but a Royal Commission will bs appointed to enquire into the adminisiration of the territory and report before the end of the year. Tbo Commiesion will oonßist of Colonel Meekly, farm rJy VicePresident of tho New South Wales Executive Council; Mr La-ry Oakden, formerly Principal Under-secretary for leensland; and Mr Herbert, Government Resident in the Northern Territory.
