Mr Bonapart, tho United States Postmaster, in a speech at Cumberland, Maryland, whioh is interpreted as forecasting legislation on the subject, said that tbe death penalty should inflexibly be imposed on every anarchist who attempted life direct or indirept. For lesser anarchist offences there should be brief, vigorous imprisonment with Eovoro private flogging. A seditious spcooh should be made a sub stanlive crime, irrespective of its consequences only.
