Paris, August 8. The Emande, a now type of vessel called a submarine cruiser, has been launched at Cherbourg. The vessel has a speed of twelve kaots submerged, with a higher speed on the suiface, which enables her to accompany the fleet. Two others of a similar kind aro building.

A heavy easterly gale is raging at Norfolk Island, the wind having a velocity of seventy five miles, with heavy seas. A timber vessel which arrived from New Zealand to-day reports a protracted passage, due to a long succession of westerly and south-westerly gales. Sailed at 2 p.m., Victoria.
