Mr Churchill reiterated his statement that responsible institutions would be extended in due time in the OraDge River Colony. He commented bitterly on the Cockermouth split, aud hinted at Liberal reprisals elsewhere. The Times protests against Mr Churchill’s virulent Bnd indefensible attack on Mr Ba'fnur, who never stated it would be mauly and meritorious on tbe part of tbe Boers to violate their oaths, or break the peace terms, and jise the ponstitution in order to prepare for war. He did suggest that such oonduet was not wholly inconceivable, and the Government's aotion might enable the Boers to oarry it out. Such a misgiving was ebared by Lord Milner, who had a more profound personal knowledge of the Transvaal and other States.
