Sydney, Augu-t 7 The Daily Telegraph regards Sr Jos-ph Ward as one of the able-t men who has ever held the Premiership, while toe rearrangement cf portfolios strengthens the Cabinet collectively, and will gratify that eection which always saw in Mr Ssddoo’s personal ascendancy what is called despotism. Supposing the party to be as united as eyer, what is now to be seen is whether a strong one-man Ministry oan exoite more terrors of this kind than a strong three or four-men Ministry, Wellington, last night, The new members of the Cabinet entered upon their duties this morniog. Their private secretaries will be as follows: —Hon. Mr Millar, Mr F. Thomson, who was on Mr Seddon’s staff; Hon, Mr Fowlds, Mr W. Crow, private seore'ary to Mr C. H. Mills until the latter’s retirement ; Hon. Mr 'MoNab, 'Messrs 0. Mewhinney and J. Stevenson. Mr J. W. Blaok, officer in charge of Cook Island affairs, will be attached to the staff of the Hen. Mr McGowan,
Napier, last night. At a temperanoe meeting at whibh the Rev, F. W. Isitt was present a resolution was carried expressing satisfaction at the constitution of the Cabinet. The temperance party would, it is thought, have no reason to fear that any legislation would be introduced by such a Cabinet interfer* iDg with the rights of the people to deal with the liquor traffio as they thought fit.
