I'iIUKS ASSOCIATION — COPYRIGHT London, August 2 The Times says that on the whole the verdict of South Africa and Biitain on the Transvaal Constitution stems to be that things might well be worsp. It simply throws into stronger relief the unwisdom of tbo line of action pursued the last six months, a policy of interfereneo and menace, whence any avenue tf escape is welcome, however great the attendant risks.

tion, yet in no way fulfils reasonable expeditions of the Boors. A regrettable degrro of mistrust amongst the Beets is still apparent.
Capetown. August 2. The members of the Elet Volk at Pretotia are generally satisfied with the Constitution, excepting tbo provision for a second Chamber, which Ewald Esselen, a prominent member of tbo Boer organisation, condemns.

Ex-President Steyn, interviewed, said he had been watching the Liberal party, and had lately seen approaching a new era of good understanding between Britain and the Africanders. Tbis fair prospect was now ovorclouded. Nevertheless, all would be well if Sir Campbell Bannerman would only await Sir Weßt Ridgway’s Orangia report before granting a constitution. Mr A. Fischer hoped there would be eo delay, otherwise there would distrust of British faith. He remarked that it was idle to pretend that if treaty engagements were not kept there would be that cheerful 00-operation with the Imperial Government whioh the responsible Ministry now called to office would give. Ottawa, August 3. The Gszetle of Montreal says that the future of South Africa concerns Australia and Canada equally with Britain. It is not for such reckless and audacious tx» periments as the late:t constitution we gave eo proudly the blood of our braveßt.
