Ho ea'.d that under tho ciroumstanoos disclosed by tho Royal Commission, Government had no alternative but to terminate an cxia tenco of things which bad long cootinuod to bo dangerous lo tho interests of the t< avelling publio. In dissolving tho present Board, Government recognised they wore brooking a contract, but thoy wero breaking it legally and with tho sanction of Parliament. Tbo Bill proposed to give tho Commissioners compensation in tbo shape of one yeat’s salary, to which would bo added certain amounts arising from pensions, Mr Oliver rcooiviDg in all £3850.
