Instead of building two more Dreadnoughts and two big armored cruisers, Government intond to build three Dreadnoughts, one at Portsmouth, another at Devouport, and tho third at a private yard, They will have a speed of twentyone knots, and be able to oross and recross the Atlaotio without recoaliog. They will be able to pass through the Suez OaDal.
