TRUER ASSOCIATION —COPYRIGHT St. Petersburg, July 19. The report of tho Commission of Enquiry regarding the surrender of Port Arthur proposes that Gonoral Stoossol bo sentenced to death. General Fook to 20 yoars' imprisonment, that Gonoral Roues bo oxpelled, and Prioce Aloxiofi bo reprimanded.
