In the House of Commons Mr Bums explained that ponding the report of the Royal Commission on Poor Laws, the Government proposed to grant to assist the working of the Unemployed Act, which with rate-aided money and voluntary contributions would be sufficient to tide over tho winter. It was intended to logislate to provide for rural housing in England and Wales on the lines of the Laborers’ Bill operating in Ireland, blbo b scheme of foresiation of 10,000 acres of Crown lands to try and prevent dockers and casuals burdening West Ham, Poplar, and East London. Mr Burns strongly warned trades unions not to oonsider relief works desirable as a permanent feature of sooial organisation,
