It advises that an appeal be made to tho peasantry to remain calm, pending tho carrying out of the Douma s scheme. Tho committee strongly favor expropriation of landowners. An animated debate is proceeding, reformers insisting that it would be folly to defer tho appeal until towns and villages are in flames and
IB wholo country engulfed in anarchy. It is reported in St. Petersburg that co-operation between the Council of the Empire and the Doumn has thoroughly alarmed the Czar, excluding all hope of a constitutional democratic Cabinet.
