Petersburg shows that the Government propose to hand to the peasants on easy terms all arable Crown lands, and puroba?e any private properties offerings reselling them to peasants at low prioes. Government will support the migration of peasantry, simplify the forma'ities of land purchase, and promote emigration to Siberia and Central Asia.- They claim that their measures will bring effectual relief to peasantry, while expropriation of private lands would ruin peasants. The Douma apparently regards the Government's scheme with absolute indifference.
