Campbell Banoerman moved tbe Closure resolution, allotting thirteen additional days to the discussion of the Education Bill in Committee and three days for a report on tbe third reading, enahliog the House to adjourn on August 4th, and resume in October, when the Merchant Shipping and Workmen’s Compensation Bills will be proceeded with. He deplored irtegular interference with fall debate, and hoped to submit in future a scheme for escaping the necessity of autooratio expedients. He predioted that soon tbe Parliamentary year will begin in the autumn and end in July. Mr Balfour’s declaratory amendment was rejected by 541 to 171, and Sir H. Campbell-Bannerman’s resolution wal carried by 262 to 121, After the Government had conceded one more day lot discussion in Committee.

A deputation from the National Oounoii of Evangelical Free Churches, representing a thousand Provincial Associations, urged Mr Birrell to withdraw olause four of the Education Bill.
